本标准是《水电水利基本建设工程单工程质量等级评定标准》系列标准（共有8个部分）的第1部分，是在SDJ249.1-1988的基础上修订的。 本标准包括：总则、岩石边坡开挖工程、疏浚工程、回填灌浆工程、基础排水工程、预应力锚固工程、混凝土工程、高压喷射灌浆工程等20章。 本标准对保证我国水工建设工程施工质量，推动其技术发展，做好工程质量的控制、检查、评定和验收工作起到了很好的规范作用。
